I'm thinking that this provision came about from our colonial experience since the Spanish and American governor-generals and high ranking colonial bureaucrats were all non-Filipinos. Thailand, Indonesia, Malaysia do not also allow naturalized citizens to become prime ministers or presidents. India is one of a few nations that allow naturalized citizens to become prime minister or head of government. Sonia Gandhi, Italian born and a Christian was supposed to become PM but there was strong opposition from some Hindu nationalists.
